Dr Qadir Magsi & Nawaz Sharif

PML-N leader Mian Nawaz Sharif has said his party gives equal importance to all provinces of Pakistan and that his agenda is similar to that of the nationalist political parties of Sindh. “Provincial autonomy, new provinces and other important issues should be considered anew,” Shairf suggested at a press conference during his visit to the residence of Sindh Taraqi Pasand Party (STP) chief Qadir Magsi here on Tuesday. Sharif called for accountability of all those who subverted the country’s laws and constitution with impunity and denied rights to the marginalized communities and autonomy to the provinces. “Such men whether they are in positions of authority should be brought to book,” Sharif said. The PML-N chief emphasized implementation of the resolution passed by the parliament in connection with Abbottabad incident on May 2 in which US commandos killed Osama Bin Laden. “It’s an issue of our sovereignty. Government should take a firm action,” he added. Sharif said his party had the same manifesto as that of the nationalist leaders he met here. “We talk about rights of poor people, minorities and autonomy for provinces,” he explained. Sharif said his party began to distribute land to poor peasants in Sindh and made access to justice easier during his two stints in the government. “Our many development plans remained incomplete,” S, adding had his government been allowed to continue, the issues of Sindh and Balochistan would have been resolved. He blamed judiciary of legitimizing coups of adventurer generals in the past. When queried for his party’s stance on creation of new provinces, Sharif proposed that an academic dialogue should be held on the matter. “I am not against new provinces as smaller administrations are able to perform better,” he added. He praised nationalist leaders for their struggle for the province’s rights and said all cultures should be proud of their languages and vibrant traditions. The PML-N leader also called on Rasool Bux Palijo, president Awami Tehreek, at his residence earlier in the morning. The two leaders talked about issues of mutual importance. Talking to media after the meeting, they said the two parties would cooperate with each other on the issues which concern the both. Sharif said the province should have rights over its natural resources and that fairness should be ensured in distribution of water. “Denying admissions in Karachi’s educational institutions to youth of interior Sindh is not acceptable,” he said. On the occasion, MNA Khwaja Saad Rafique said the purpose of Sharif’s visit was to make new alliances in the province.

Eminent water expert and former chairman of the Technical Committee on Water Resources (TCWR) A.N.G. Abbasi said on Friday that small dams were more harmful than Kalabagh dam and advised the government to refrain from building them.He said Kalabagh dam was not harmful if rules of the game were set and strictly adhered to. But since there were no rules, it was not acceptable to the people of Sindh, he added.Addressing a conference on “Save River Indus”, organised by Sindh Democratic Forum (SDF) and Strengthening Participatory Organisation (SPO), Mr Abbasi said that at the time of partition, River Indus used to get 80MAF of water, but after the 1960’s Indus Water Treaty, it was being given 8MAF of water. He said, under the treaty India was competent to even store floodwater. The treaty authorised it to irrigate 1.35 million acres of land, of which India had brought 800,000 acres under cultivation. He said it was also entitled to build hydel project and it was not bound to share shortage of water with Pakistan under the treaty. He said that since the NWFP and Balochistan were not bound to share water shortage, there remained no justification for them to be part of Indus River System Authority. He said that whenever there was a shortage of water, Punjab always got maximum water in connivance with Irsa. He called for deciding operational measures of Greater Thal Canal before its construction should be allowed. He said that the federal government had announced that Kalabagh Dam would not be built, but certain quarters still wanted its construction. He said construction of dams was always linked with availability of additional water, but there would be no water available in future in our system. He claimed Punjab got water from two link canals of River Indus which was equal to the storage capacity of two Kalabagh dams. Punjab was always adamant to lift this water, he said.Sindh Assembly Speaker Nisar Khuhro said that Benazir Bhutto had staged a sit-in at Kammu Shaheed in Ghotki during her struggle for water. He said the present government had announced scrapping of Kalabagh dam, but friends did not appreciate it.STP chairman Dr Qadir Magsi urged technocrats of the province to guide people properly and be steadfast in their stand. He said River Indus belonged to the people of Sindh for thousands of years and people drew benefits from it.He said that even British rulers avoided building reservoirs over River Indus after hearing objections of lower riparian.Awami Tehrik president Ayaz Latif Palijo rejected People Party’s contention that since massive work had taken place on Greater Thal Canal, it could not be stopped.Sindh Abadgar Board president Abdul Majeed Nizamani said that existing status of River Indus would have to be maintained at all costs.RESOLUTIONS: The conference adopted following resolutions, supporting a Jan 24 call for River Indus Day by a local media organisation and urging people to gather in riverbed or on banks of its canals. It appreciated statements of President Asif Ali Zardari and ANP chief Asfandyar Wali describing Kalabagh Dam against the interests of federation, Sindh and Pakhtoonkhwa. It called for scrapping Wapda’s Water Vision 2025 and plans of dams/cuts on Indus. It expressed concern over deterioration of Indus delta, saying that such degradation had multidimensional effect on people, millions of living creatures dependent on water, language and culture of delta population. It urged the government to sign UN Protocol on “Non-Navigational Uses of International Watercourses” which demands from states sharing international rivers to release adequate water for all living beings and fish and to ascertain that deltaic environment is sustained.HYDERABAD: Eminent water expert and former chairman of the Technical Committee on Water Resources (TCWR) A.N.G. Sindh Taraqqi Pasand Party (STP) chairman Dr Qadir Magsi, has said that people should give up the thinking that the PPP alone can protect Sindh's interests.
He said that nationalist parties of the province are capable of defending their motherland and bringing about a revolution that is long desired to rid the people of the domination of the establishment, a particular province and an 'ethnic party'. He said that struggle for emancipation of people has entered a decisive phase in Sindh.

He was addressing a public gathering held in Sheedi Goth here late Monday evening to mark the 20th anniversary of the founding day of the STP. Sindh Progressive Nationalist Alliance (SPNA) leaders, including Awami Tehreek's Ayaz Latif Palijo, Sindh United Party's Syed Jalal Mehmood Shah and Save Sindh Movement's Shah Mohammad Shah, also spoke on the occasion.

Dr Magsi appealed to proSindh people, regardless of their political affiliations or ideology and including leftists, to join the STP because it would translate their dreams into reality. "Come and join me and gather under STP's tri-colour flag as I will lead you to a revolution to create a new Sindh where no one will remain hungry or cower before an MPA or MNA to get a job," he said amid applauses.

He said that his party doesn't believe in disintegration of the country but it would not accept "slavery in any shape." He said that the structure of the federation should be reconstituted and provinces should be given autonomy in line with Pakistan Resolution of 1940.

"Our struggle has entered decisive phase as year 2012, when election process will get under way, will decide our destiny", Dr Magsi said and added that he wants to rid the people of slavery of the establishment and Mirs, Pirs and feudal lords.

He vowed to send poor educated people into assemblies from the SPNA's platform in the next elections and took a pledge from the participants of the gathering that they would bluntly refuse Waderas when they visit them to get their votes.

He asked the people to support the SPNA in the next elections and said it would lead to emergence of "Sindhi Topi Raj" in the province.

Ayaz Latif Palijo said that the gathering is reflective of a Sindh which is not ready to bow before anyone.
He criticised the PPP for claming that nationalists cannot win even a councillor's seat. "But when it comes to struggle against ChashmaJhelum Link Canal or Kalabagh dam, nationalists remain in the forefront of the agitation," he said.

He said that Sindh produces 73 per cent of the country's gas and 69 per cent of oil and its tax contribution to the federation during the last 10 years has been Rs36 billion compared to Rs28 billion from other three provinces.

But, everything is being bargained for "reconcilia tion," he said and warned that the SPNA would hold these people (PPP leadership) responsible for their misdeeds and usurpation of resources of Sindh.

Jalal Mehmood Shah exhorted people of Sindh to fully participate in house census beginning from April 5 as it is very crucial as far as politics and economic rights of the province are concerned.

Shah Mohammad Shah said that the SPNA would lead a democratic struggle and sought Sindh's support for the alliance.

A cake was cut and a brief play was staged in the ceremony, depicting a tiller who challenges his landlord after having been convinced by the STP's message.

Besides, "motherland awards" were bestowed on people in different fields; including a life time achievement award in the shape of a gold medal for Awami Tehreek leader Rasool Bux Palijo for his services to Sindh. It was received by his son Ayaz Latif Palijo.

Address to Hyderabad District Bar Association (HDBA)

Chairman of Sindh Tarraqi Passand Party (STPP) Dr Qadir Magsi has said that despite reinstatement of Chief Justice Iftikhar Mohammad Chaudhry, an ideal judiciary has not been formed but hopes are still high that verdicts would not be influenced on the basis of corruption and political influence. Addressing members of the Hyderabad District Bar Association (HDBA) on Tuesday, he said that people believed that the present judiciary would not succumb to any pressure. Slavery was something that could not be accepted even if chains were made of gold, he said, adding that the federation of Pakistan would have to recognise historic identity of Sindh. He said that the STPP demanded autonomy, parity and sovereignty over natural resources, but outlaws were made governor and ministers and the president, prime minister, chief minister and home minister paid homage to them. He asked the legal fraternity for support to the cause of Sindh and added that the STPP wanted to create a new Sindh and set up the state on modern lines. He said that advocates had always played a major role in struggles of the world, changing the course of history. Repeating STP’s stance over issues related to Sindh, he paid tributes to advocates for their role in restoration of the deposed judges. He said that had G.M. Syed and the then leadership of the Hur Moement raised slogan of liberation of Sindh with Allah Bux Soomro, today people of the province would have their rights. He said that the present federation denied 1940 Resolution that formed basis of this state. He said that Punjab followed the rule of parity until Bengalis were part of Pakistan, but when they got and separated, Punjab raised the issue of distribution based on population to establish its monopoly. He said that the oppressed nations were subjected to atrocities. He said that the Senate was a weak institution in Pakistan, though multi-nation states always had powerful Senates. He demanded parity for Sindh in all state institutions, including the apex court which he said did not have one Sindhi judge while the Sindh High Court had only five judges. He called for national status for Sindhi language besides three other languages and urged the government to respect the rights of Sindh and its language.
